Relief Funds for Medicaid and CHIP Providers

On Tuesday, June 9, the U.S. Department of Health and Human Services (USDHHS) announced that providers experiencing lost revenues or increased expenses due to COVID-19, and whose practices are dependent on Medicaid and Children’s Health Insurance Program (CHIP), are eligible to receive payments from the Provider Relief Fund created under the “Coronavirus Aid, Relief, and Economic Security (CARES) Act.” Along with other pediatric providers whose practices predominantly treat children covered by Medicaid or CHIP, the National Association of Pediatric Nurse Practitioners (NAPNAP) has urged the administration to provide financial support for these practices since the pandemic began.

USDHHS expects to distribute roughly $15 billion through the Health Resources and Services Administration (HRSA) to eligible providers including pediatric-focused advanced practice registered nurses who have billed Medicaid or CHIP programs directly for services since 2018 and have not already received a payment from the Provider Relief Fund General Allocation. NAPNAP will continue to work with other pediatric stakeholders to clarify the funding details.

On Wednesday, June 10, USDHHS is planning to launch an enhanced Provider Relief Fund Payment Portal that will allow eligible Medicaid and CHIP providers to report their annual patient revenue, which will be used as a factor in determining their Provider Relief Fund payment. The payment to each provider will be at least 2% of reported gross revenue from patient care; the final amount each provider receives will be determined after the data is submitted, including information about the number of Medicaid patients whom providers serve. NAPNAP will provide more information about this funding opportunity and how pediatric APRN practices can participate.

  • You are eligible to apply if you have billed Medicaid and CHIP, including Medicaid/CHIP managed care plans, from January 2018-December 31, 2019, provided patient care after January 31, 2020 and have not received any funding from the Provider Relief Fund general distribution.
  • If your practice received a loan through the Paycheck Protection Program, you may also be eligible for the Medicaid and CHIP targeted funding that is now available. Visit the USDHHS site for more info.
